Horse hair itself won't spin - but could be carded with a spinnable fibre like wool. You would get quite a prickly yarn, I think! My horse is on month 7 of stall rest due to a suspensory ligament injury. I feel your and Tiki's pain. Vet due in early March - I sneaked a short bit of trot and think we will be getting good news finally!!!! Hope all goes well with your challenges.

It would depend on how much fleece you are sending. Because fleece is fairly light, probably not too bad. It could be sent USPS as a gift with little value. It would then not attract brokerage or duty.
