Officers have discretion. Nothing wrong with showing compassion and not issuing a ticket. Nothing wrong with issuing a ticket either although if the goal is to stop the behavior sometimes the stop itself is enough. Sorry, if there were credible threats, we would have heard about them. Law Enforcement heard about them and there were links to audio from radio interviews where this happened. Note there is an exemption for horses that get reactions. I believe this rule is a result of the EHV outbreak here in OCala at HITS a few years ago. I made weave poles by putting fiberglass electric fencing poles in the ground and putting PVC pipe over them. I could pull them out to mow the lawn then pound them back in. That's as far as I got in agility, and I haven't done it for years so I'm not much help.

My guy went for his first beach ride with two experienced horses. While he did prefer to have one of them between him and the ocean, he was calm and well-behaved. On the way back, he was okay being closest to the ocean. We never went into the water on this first trip.
