It's likely that when his hock joint is folded, as when he's lying down, that there *is* a protruding bony bit there. It's less common than point of hock rubs, but it happens. Treatment is same, put some greasy ointment on it and give him a softer place to lie down

I suggest you look into Precor, it's an IGR (insect growth hormone regulator) not a pesticide. It's very safe, and not messy. Really I think the greatest danger in this situation is that another AA showing Training/First may make a shiv out of a sweat scraper and stab you in the restroom at a show for showing against her/him on a going FEI horse, so I'd watch my back if I were you
