Everything he proposes meets with resistance, so I wouldn't be concerned about this.
I don't know enough about the details. I don't like killing anything. I don't see a difference between slaughtering cows, pigs, chickens or shooting deer and rabbits for sport. Because I love horses, doesn't make the life of other animals less worthy.
No matter what gets cut, it will affect someone or some thing. Sometimes we need to accept some bad for the overall good.
