Uploading pix from HP laptop

i have some lovely pictures of Ariel's 20 stitches that I cannot upload. I get the message that the picture is too big. I've even resized it to thumbnail size and get the "it's too big" message. Am I being a techno nerd?

Because pictures often take a lot of space (especially now with cameras on phones being very many megapixels) I need to limit the size of pictures.
