Mental illness beyond the pale, and neighbors and government officials who didn't want to meddle too much. Horrible, just horrible.
If you haven't viewed the photos folks, steel yourself. Or just trust that a mentally ill woman was allowed - since the mid 1990's - to hoard animals. Folks didn't push hard enough to stop her, until someone called the media to shame the local officials.

I wonder how old the lady is, i wonder how much evidence they need , 25 dead horses is more than enough.

Several of our local rescues have been seeking donations to help these animals.
I just don't understand how it can happen. Does everyone driving past/living nearby just decide that it's not their problem? Or do they not even notice that there are animals starving?

Oh, boy. What I could tell you about how people who you would think would be the first to step up to help the animal but don't want to "be the one." Especially in a small community. They notice. They talk about it, tisk tisk about it, but won't actually put themselves on the line. It's cowardly behaviour, and I've seen it too often.

I too will not look at the images. I would have no problem calling the authorities if I saw something NQR. I recently called a boarding stable to report one of their turned put horses with undone stals on his blanket
