Just seen driving down a 3 lane highway in SLC heading towards the mountains...
Inadequate SUV towing a steel 3 horse with dressing room bumper pull trailer. Drop down windows open. Horses with their heads hanging out into traffic (actually bouncing back and forth between inside and outside, which must have made for a wild ride inside the vehicle.) Halter ropes tied to the outside rings on the trailer. No fly masks.
Guy stops at traffic lights and hops out. I'm thinking, "Oh, good, my gesticulating worked and he's going to at least stuff the horses back inside and shut the windows."
Nope, he goes to the hitch, and I see that one of his safety chains isn't connected and is dragging on the road... He looks at it, shrugs, wraps it round the hitch and drives off.
Waah!

I couldn't get a decent vantage point to get his plates, unfortunately. He was 3 lanes over and turning right.
Probably none of this stuff is against the law here in the Wild West anyway. Sigh.

This has taken a twisty turn... too funny!! Not the trailering part, gah. Poor horses. And then when something happens, they'll call it an accident.
