What is the best way to launder a Mattes 1/2 pad with shim pockets? No sheepskin. Cold water and Woolite??

If there's no sheepskin, eg just quilt, then chuck it in the machine. I wouldn't bother with woolite or delicate settings unless it had sheepskin on it.
I usually pre-soak all pads to help get them really clean.

I wash both in the machine, quilted and sheepskin but no drier or direct sun. I take the shims out sometimes but they take a long time to dry if left in. Gentle cycle and mild soap, never bleach. Mattes does sell Melp which is their detergent.

Me too. I have mattes sheepskin pads and girth and I throw both into the machine. I do use Melp or the like.
