You could look at what Just for Ponies has that might work.
Jerry’s Harness Shop will custom make bridles to your measurements. I have several bridles from there, but not custom made. The leather and workmanship are very nice (and made in the USA!). But you start adding a few options and reins onto the $260 base price, and you’d be way over your budget.
Contact Rock Horse Ranch Tack on ebay. I 'm pretty sure she will mix and match parts on Bobbie’s bridles to get you something that fits well.

Another vote for justforponies.com they have a nice selection of small, medium and large pony bridles.
